ーデジタル包摂がひらく、難民の可能性と自立ー

◆イベント概要 

2025年12月、Robo Co-opは Global Refugee Forum（GRF）Progress Review 2025 の関連イベントとして、スイス・ジュネーブにて 
「Roundtable on Digital Inclusion & Refugee Empowerment」 を開催しました。本ラウンドテーブルは、国際貿易センター（ITC）のホスト協力のもと実施されました。 

本セッションには、難民主導組織、NGO、国際機関、企業の実務家が参加し、地域や分野を越えた対話が行われました。 

◆デジタル包摂を「実装」に進めるために  

デジタル技術は、難民にとって雇用、スキル形成、社会参加、ウェルビーイング、移動の選択肢を広げる大きな可能性を持っています。 
一方で、その多くが単発の研修や実証事業、CSR施策に留まり、十分に社会実装されていないという課題も指摘されています。 

本ラウンドテーブルでは、デジタル包摂を「点」ではなく「仕組み」として捉える視点の重要性が共有されました。 

◆各地域から共有された実践 

セッションでは、アジア太平洋、日本、スペイン、インド、ラテンアメリカなど、各地域の実践事例が紹介されました。 

共有された主な取り組みには、以下のようなものがあります。 

• ▫AIを活用したスキル形成・職業訓練 

• ▫デジタル技術を活用した協同労働・リモートワークモデル 

• ▫企業ニーズと接続したスキルベースの雇用経路 

• ▫難民主導組織と連携した人材育成・就労支援 

これらの事例は、デジタルが単なる技術導入ではなく、経済参加と自立を支える基盤になり得ることを示しました。 

◆人を中心に据えたデジタル包摂へ

議論を通じて明らかになったのは、デジタル包摂は技術や効率を優先するものではなく、人を中心に据えた設計でなければならないという点です。 

参加者からは、 

• ▫市場や雇用とつながる実効性 

• ▫難民の権利や保護への配慮 

• ▫難民主導組織との協働 
  を前提とした取り組みの必要性が強調されました。 

デジタル変革が、結果として新たな排除を生まないよう、慎重かつ協働的なアプローチが求められています。 

◆Robo Co-opの関わりと今後 

Robo Co-opは、AIやデジタル技術を活用した協同労働やスキル形成を通じて、難民をはじめとする多様な人々の経済参加を支援しています。 

本ラウンドテーブルは、Robo Co-opにとって、自らの実践を国際的な議論と接続すると同時に、企業や国際機関、難民主導組織との連携を深める機会となりました。 

◆おわりに 

本セッションは、デジタル包摂が一過性の取り組みではなく、包摂的な経済と社会を実現するための重要な基盤であることを再確認する場となりました。 

Robo Co-opは今後も、パートナーとの協働を通じて、デジタル変革が真にインクルーシブな変革となるよう、実践と対話を重ねていきます。 

ーExpanding Opportunities and Self-Reliance through Digital Inclusionー 

◆Event Overview 

In December 2025, as a linked event to the Global Refugee Forum (GRF) Progress Review 2025, Robo Co-op hosted the 
“Roundtable on Digital Inclusion & Refugee Empowerment” in Geneva, Switzerland. 
The roundtable was generously hosted by the International Trade Centre (ITC). 

The session brought together refugee-led organizations, NGOs, international institutions, and private-sector practitioners, creating a space for cross-sector and cross-regional dialogue. 

◆Moving Digital Inclusion Toward Systemic Implementation 

Digital technologies have the potential to significantly expand opportunities for refugees across employment, skills development, social participation, wellbeing, and mobility. 
At the same time, many initiatives remain limited to short-term training programs, pilot projects, or CSR activities, without being fully embedded into sustainable systems. 

This roundtable emphasized the importance of understanding digital inclusion not as isolated interventions, but as integrated and scalable systems. 

◆Practices Shared from Diverse Regions 

Participants shared concrete experiences and models from across regions, including Asia-Pacific, Japan, Spain, India, and Latin America. 

Key practices discussed included: 

• ▫AI-enabled skills development and vocational training 

• ▫Digital cooperative work and remote employment models 

• ▫Skills-based employment pathways aligned with market needs 

• ▫Capacity building and employment initiatives in partnership with refugee-led organizations 

These examples demonstrated that digital technologies can serve as a foundation for economic participation and self-reliance, rather than merely as technical tools. 

◆Toward People-Centered Digital Inclusion 

A key takeaway from the discussion was that digital inclusion must be designed with people—not technology—at the center. 

Participants highlighted the importance of: 

• ▫Ensuring real connections to labor markets and economic opportunities 

• ▫Integrating protection-sensitive and rights-based approaches 

• ▫Working in close collaboration with refugee-led organizations 

Without these considerations, digital transformation risks creating new forms of exclusion rather than inclusion. 

◆Robo Co-op’s Engagement and Outlook

Robo Co-op supports inclusive economic participation through the use of AI and digital technologies, combined with cooperative work models and refugee leadership. 

For Robo Co-op, the roundtable served as an opportunity to connect practical experience with global discussions, while strengthening collaboration with international institutions, private-sector partners, and refugee-led organizations. 

Conclusion 

The roundtable reaffirmed that digital inclusion is not a temporary or peripheral initiative, but a core component of inclusive and sustainable economic and social systems. 

Robo Co-op will continue to work with partners to ensure that digital transformation becomes truly inclusive transformation, grounded in collaboration, dignity, and long-term impact.
