◆はじめに 

2025年12月、スイス・ジュネーブで開催された Global Refugee Forum（GRF）Progress Review 2025 にあわせ、Robo Co-opは複数の国際対話・関連イベントに参画しました。 
これらの取り組みは、難民を「支援の対象」としてではなく、社会や経済を共につくる主体として捉え直すことを目的としています。 

人道支援の縮小が進むなか、今、国際社会には「一時的な支援」から「持続可能な仕組み」への転換が求められています。 
Robo Co-opは、難民主導・協同組合モデル・デジタル包摂を軸に、現場に根ざした実践と国際的な対話の双方に取り組んでいます。 

◆GRF 2025 Weekで共有した共通の視点 

今回のGRF関連イベントを通じて、以下の点が強く共有されました。 

• ▫難民は受け身の存在ではなく、経済・社会の担い手であること 

• ▫自立と尊厳を中心に据えた、長期的・持続可能な経済モデルの必要性 

• ▫デジタル技術やAIを、誰一人取り残さない形で活用するデジタル包摂 

• ▫難民主導組織、企業、国際機関が対等なパートナーとして協働する重要性 

Robo Co-opは、これらの視点を自らの活動原則と重ね合わせながら、議論と実践の場に参加しました。 

関連イベント① 

Refugee-Led Economic Models: From Entrepreneurship to Cooperative Futures 

本セッションでは、日本、パナマ、スイス、ウクライナなど各地の難民主導組織や社会的企業が集い、難民主導の協同組合や起業モデルについて議論が行われました。 

人道支援に依存しない経済的自立、法制度や調達制度といった構造的課題、そして協同組合という形態が持つ可能性が共有され、難民主導組織が経済包摂の中核的アクターであることが改めて確認されました。

関連イベント② 

Roundtable on Digital Inclusion & Refugee Empowerment 

ジュネーブにて開催された本ラウンドテーブルでは、国際機関、企業、NGO、難民主導組織が一堂に会し、デジタル包摂と難民のエンパワメントをテーマに議論しました。 

AIを活用したスキル形成、デジタル協同労働、雇用市場との接続など、各地域の実践事例が共有される一方で、デジタル施策が単発の研修やCSRに留まらず、人を中心に据えた仕組みとして設計される必要性が強調されました。

◆Robo Co-opが目指すもの 

Robo Co-opは、難民をはじめとする多様な人々が、自らの意思と力で働き、学び、社会に参加できる環境づくりを目指しています。 

協同組合という形、デジタル技術の活用、そして難民主導のアプローチは、そのための手段です。 
GRF 2025での対話と学びを、今後の実践とパートナーシップにつなげながら、包摂的で持続可能な経済の実装に取り組んでいきます。 

ーAdvancing Sustainable Futures through Refugee Leadership, Cooperative Models, and Digital Inclusionー

◆Introduction 

In December 2025, during the Global Refugee Forum (GRF) Progress Review 2025 in Geneva, Robo Co-op participated in and contributed to multiple international dialogues and linked events. 
These engagements were grounded in a shared commitment to reframe refugees not as passive recipients of aid, but as active agents shaping economic and social systems. 

At a time when humanitarian assistance is declining globally, there is an increasing need to shift from short-term support toward sustainable, dignity-centered economic systems. 
Robo Co-op approaches this challenge through three interconnected pillars: refugee leadership, cooperative economic models, and digital inclusion, combining on-the-ground practice with policy-relevant dialogue. 

◆Shared Perspectives from GRF 2025 Week 

Across the GRF-related events, several common perspectives emerged: 

• ▫Refugees are not beneficiaries alone, but key contributors to economies and societies 

• ▫Sustainable and long-term economic models are essential to foster self-reliance and dignity 

• ▫Digital technologies and AI must be leveraged as tools for inclusive transformation, not exclusion 

• ▫Meaningful progress requires collaboration among refugee-led organizations, the private sector, and international institutions as equal partners 

Robo Co-op engaged in these discussions by aligning its cooperative and refugee-led approach with global conversations on inclusion and sustainability. 

Related Event 1 

Refugee-Led Economic Models: From Entrepreneurship to Cooperative Futures 

This session convened refugee-led organizations and social enterprises from Japan, Panama, Switzerland, Ukraine, and beyond to explore refugee-led cooperatives, entrepreneurship, and alternative economic models. 

Participants examined pathways to economic self-reliance beyond humanitarian aid, structural challenges within legal and procurement systems, and the role of cooperative models in enabling collective agency. 
The discussion reaffirmed that refugee-led organizations are central actors in advancing inclusive and sustainable economic systems.

Related Event 2 

Roundtable on Digital Inclusion & Refugee Empowerment 

Held in Geneva, this roundtable brought together international organizations, private-sector actors, NGOs, and refugee-led organizations to discuss digital inclusion as a pathway to refugee empowerment. 

Concrete practices were shared across regions, including AI-enabled skills development, digital cooperative work, and employment pathways connected to labor markets. At the same time, participants emphasized that digital inclusion must move beyond isolated pilots or CSR initiatives, and instead be designed as people-centered, market-linked, and protection-sensitive systems.

◆Looking Ahead: Robo Co-op’s Commitment
